The Village of Arthur is located in two counties in East Central Illinois. About 60% of the village lies in Douglas county to the east and the balance lies in Moultrie County on the west.

 Vine Street, the main street dividing the central downtown retail district, is located on the dividing county line running north and south through the center of town.
